HRC Commissioner Prathiba Mahanamahewa, who spoke to journalists after the inquiry held following the complaints made by the Janatha Vimukthi Peramuna (JVP) and the United National Party (UNP) said the HRC would write to all Secretaries of Ministries and the Institution Heads asking them not to release any cadre for election campaign and not to release public funds and properties for campaigns.
JVP Provincial Council Member Sunil Watagala said this decision by the HRC was a victory for democracy as it had prevented the ruling party from deploying 16,000 public servants for political activities in the guise of conducting a survey.
He thanked the HRC and the Commissioner of Elections Mahinda Deshapriya who attended the inquiry.
The Commissioner of Elections was summoned to the inquiry by the HRC.
Mr. Deshapriya who also spoke to journalists said he had informed the Ministry of Economic Development not to use its employees for political activities in Uva.
However, he said the Ministry informed him that no one was officially deployed in Uva for election campaign but few had gone on their own after the working hours.
“All I can say is that I have been active in preventing the use of State resources for the election campaigns by the political parties,” the Commissioner said.
Representatives of Secretary Ministry of Economic Development, Director General Divi Neguma, and the Commissioner of Elections participated in the inquiry, while JVP Provincial Council member Sunil Watagala, its candidate Sugath Balagalla represented the party. Head of the UNP Election Coordinating Office Rajiv Seneviratne also participated.
